When limit values (and alert thresholds) are set, the FWD states, that ambient air

quality shall be assessed in each Member State. In accordance with FWD,

measurement is mandatory in zones with a population of more than 250.000

inhabitants, with high population concentration (agglomerations) and where the

concentrations are near to or exceed the limit value, see table 2.4. and figure 3.1.

Zones with levels <x% but >y% of limit value A combination of measurements and modelling

may be used.

Zones with levels <y% of limit value Modelling or objective estimation is sufficient.

 

A consistent method of deriving the X (higher assessment level) and Y (lower

assessment level) is requested from the Commission. The working groups for the

different daughter directives have suggested X and Y to be based on the inter-annual
